These MEDIA option is only available if you’ve pre-purchased a 2007 license from the Microsoft Office family of products in the last 6 months, at which point you opted to receive the Microsoft 2003 Media (CD) with downgrade license rights. Because of your prior purchase, you are now eligible to order the 2007 Media without paying for the license fee again. As license fees represent the bulk of software costs, the media can therefore be purchased for only a nominal cost (plus shipping & handling) which is why you will see a difference in the pricing.
